Operational Structure

The Office of Statewide Pretrial Services’ (OSPS or Office) mission is to assist in the administration of justice and promote community safety by ensuring fairness and equality in the pretrial process. The OSPS is a statewide office that provides pretrial services under the Pretrial Services Act, 725 ILCS 185. The Office develops pretrial standards and employs pretrial service officers who conduct pretrial investigations and provide pretrial supervision.

The OSPS is managed by Director Cara LeFevour Smith, aided by Chief of Staff Joanne Olson and is divided into two Divisions: Performance Management and Pretrial Operations. The Division of Performance Management is managed by Deputy Director Wendy Venvertloh and the Division of Pretrial Operations is managed by Deputy Director Donald Jones, aided by Assistant Deputy Director Joe Howe.

The Division of Performance Management is Responsible for policy development, data analysis, training, supportive services, pretrial standards (updated standards expected Summer, 2022). The Division of Pretrial Operations is Responsible for day-to-day management of staff in the field providing direct services to defendants.
